You’re right, they promote it primarily as a mosquito repellent but it actually has broader application. found this on their site:
The repellent is allethrin, a copy of a repellent that naturally occurs in chrysanthemum flowers. It repels up to 98 percent of mosquitoes, black flies, and no-see-ums, and will not harm humans or pets.
Give it a try and let me know if works. Hold it, if Black Flies are your state bird I don’t know if it is legal to harass them with an effective repellent : -)
